The Rugby Union has circularised referees, ordering strict enforcement of the scrummage rules. The Rugby Union insists that the half-back should stand at least a yard from the scrum and propel the ball with both hands, below the knee,, fast enough to reach the hookers’ far feet. The intervening feet of players must not be raised. Players should be sent off the field in the event of persistent infringement.
