STATE MONOPOLY IN MANCHUKUO United Press Association —By Electric Telegraph—Copyright SHANGHAI, November 14. Unheeding protests, Manchukuo today declared an oil monopoly, by which the Government will control all importation, supply and distribution of oil, fixing by law the price of all petroleum products. The revised Manchukuo tariffs, which were promulgated to-day, and become affective on November 22, impose a levy of 371 cents per picul on all Imports of Australian wheat and flour, which hitherto entered free.
