CIVIC CONTROL

MUNICIPAL ELECTIONS IN ENGLAND British Official Wireless (Received November 1, 5.5 p.m.) RUGBY, October 31. Polling takes place to-morrow in the municipal council elections throughout the country and in London. Twentyeight borough councils will be reconstituted. The election campaign has been proceeding for some weeks, and 2700 candidates have been nominated. Of these 158 have been returned unopposed, the remainder contesting 1167 seats. Although many issues are purely local, candidates are in the main divided into two parties, 1271 being Municipal Reformers, 1157 being Labour candidates, and 94 are standing as Independents. There are 62 Communist. The candidates include 460 women.
