In the House of Commons, the Labour members raised the question of a letter from Sir Charles Craven, managing director of Vickers-Armstrongs, which was read at the United States arm inquiry, alleging that “a friend in the Admiralty would get the firm a submarine contract.”
Sir Bolton Eyres Monsell, First Lord of the Admiralty, replied that an immediate investigation revealed no trace of partiality to any firm. Sir Charles Craven, who claimed that there were discrepancies between the reports and the actual letter, regretted the letter and gave an assurance that he had not intended any reflections on the impartiality of the Director of Contracts. Answering a question in the House of Commons, Sir John Simon said that the international agreement to prevent the supply of arms to Bolivia and Paraguay, initiated and pressed by His Majesty’s Government, at last had been put into operation. All arms-manufacturing countries approached by the League of Nations Committee, who previously announced their acceptance in principle of the proposed embargo, now stated that they took the necessary measures before the end of September without any reservations as regards the execution of current contrasts.
