In an executive order consolidating the Execeutive Council with the National Emergency Council, President Roosevelt to-day made Mr D. Richberg virtually his first assistant as Minister without portfolio. The new organisation includes every Cabinet officer of the executive heads of the major permanent and relief agencies, with Mr Richberg as executive director.
