DEPUTY GOVERNOR APPOINTED United Press Association—By Electric Telegraph —Copyright OTTAWA, October 27. The Minister of Finance, Mr Rhodes, announced to-day that Mr J. Osborne, Secretary of the Bank of England, had been appointed Deputy-Governor of the Bank of Canada. The appointment will be effective on December 1, j and will be for a period of five years.
