SERIOUS FLOODS 'N AFGHANISTAN. United Press Association—By El- trie Telegraph —Copyright CALCUTTA, June 25. Severe floods occurred in Afghanistan, where the village of Qaisar, which was badly damaged in the recent earthquake, was overwhelmed by a cloudburst. Twelve persons and about 6000 cattle were drowned.
