Major Douglas, before a large gathering, expounded his “social credit plan” for the ending of society’s economic ills. Major Douglas declared that he believed that the function of a government is to leave all business and industry in the hands of those now in control, but to force them to bring about a proper redistribution of goods so that none should want.
