HENRY FORD MUST COMPLY. NEW LEGAL RULING. United Press Association—By Electric Tel egraph—Copyright (Received April 8, 7 p.m.) WASHINGTON, April 7. The Controller-General (Mr McCarl) issued an important ruling to-day, which makes N.R.A. compliance by Mr Henry Ford and his distributors compulsory, if he wishes to bid for Government contracts. Previously, according to the loose interpretation of the law, the Government had to prove that Mr Ford was violating the law to bar him from tendering for contracts, but now those wishing to do business with the Government must supply certificates of compliance with the code regulations. The ruling opens an entire controversy between Mr Ford and the administrator, General Johnson, with the way now apparently open for the latter to force Mr Ford into the N.R.A. or lose much business.
