BRITAIN IMPORTANT STATEMENT PENDING United Press Association—By Electric Telegraph—Copyright (Received November 7, 10.0 p.m.) LONDON, November 7. “The Daily Telegraph’s” diplomatic correspondent says the war debt negotiations have broken down because America will not countenance scaling Britain’s obligations to a lower level than that embodied in the FrancoAmerican funding agreement. America moreover is unwilling that amounts already paid by Britain, in excess of the French scale should be set off against future payments. On this basis Britain has owed nothing for ten to eleven years. OFFICIAL STATEMENT PENDING. CHANCELLOR TO REVIEW NEGOTIATIONS. British Official Wireless (Received November 7, 5.5 p.m.) RUGBY, November 6. Cabinet, which met this afternoon, dealt mainly with business before Parliament which re-assembles to-mor-row. Before the debate on Disarmament begins, Mr Neville Chamberlain (Chancellor of the Exchequer) will give an account of the recent war debts conversations, in Washington, and a White Paper regarding them will be issued immediately afterwards. A Cabinet meeting will be held in the afternoon, when it is expected reports from Sir F. Leith-Ross and Sir Ronald Lindsay upon the Washington Debt Conversations will be considered. Sir F. Leith-Ross is leaving Washington on Wednesday.
