BOROUGH COUNCIL
LAST NIGHT’S MEETING COMMITTEE REPORTS The ordinary meeting of the Timaru Borough Council was held last night. Present—The Mayor (Mr T. W. Satterthwaite), Councillors P. C. Vlnnell, F. B. Hawkey. A. M. Paterson. H. J. Mathers, W. H. Hall, W. O. Tweedy, J. R. Hart and G. Benstead. Omnibus and Electricity Committee. The Omnibus and Electricity Committee reported as follows: — Buses to Showgrounds.—The Omnibus Engineer stated that he had received a request to extend the Evans Street buses to the Showgrounds gate for approximately four trips weekly, two on Thursday and two on Saturday afternoons, to enable members of the Golf Club to travel to the links. —Resolved to recommend that contract trips be offered to the Golf Club between the Borough boundary and the showgrounds at 2/6 per trip, provided that the ordinary timetable is not interfered with. Bus Connections at Bank of New Zealand. —The Omnibus Engineer reported: “In the event of a bus being late, the other buses are held at the Bank of New Zealand as long as practicable to enable passengers to connect with other buses. The length of the time they can be held is limited owing to the necessity of having the return trip to run to timetable to avoid inconvenience to passengers travelling into town.” Tenders for Oil.—lt was resolved to recommend that the Omnibus Engineer’s recommendations be adopted. Elizabeth Street Bus Route.—The engineer was instructed to report on the saving that could be effected by a shorter route. Trade with the Mother Country.— The Town Clerk was instructed to confer with the other executive officers with a view to a list being supplied of articles unobtainable from British sources with a view to the British Trade Commissioner’s attention being called thereto. Heating Library.—Resolved to recommend that alternative tenders be called for heating the boiler electrically and by automatic stoker. The Electrical Engineer (Mr A. E. A. Watkins) reported as follows: — The South Canterbury Electric Power Board has written, asking permission to erect a telephone line from their Coonoor Road Substation to the Power Board Office in Woollcombe Street by using our poles. I have had a look at the route and find that it will be extremely difficult to meet its wishes and would necessitate the erection of a number of large poles particularly over street crossings. The erection of this line will also inconvenience our own men if any work is required to be done to the power wires on our poles. I would suggest that the request be declined. The proper authority to deal with this subject is the Post and Telegraph Department. The report was adopted. Finance Committee. The Finance Committee reported as follows: — Valuation of Borough.—A letter was received from the Valuer General, stating that he had not been able to make arrangements to have Timaru Borough revalued *ior next year’s rating, but expects to have the work carried out for the following year, viz., for 1935-36. Street Days.—The Town Clerk reported that an application had been reoeived from the Plunket Society for Friday, November 17. (Both Plunket Society and Sailors’ Rest desire a day in November. A week earlier would clash with the Christchurch race week, and any time earlier would be too near another Street Day. One of these Societies will have to have its day on November 8 or 15. The Plunket Society is desirous of adhering to its usual date in November, which is “Rose Day.”)— Resolved to recommend that the Plunket Society’s application be agreed to. Letter was also received from the Orphanages to have stalls on their street day.—Resolved to recommend that as a matter of principle the Council could not agree to this. The report was adopted. Works Committee. The Works Committee reported as follows: Letters were considered from the South Canterbury Cricket Association, and Falrview Cricket Club, in regard to the cricket pitch at the Park, and it was resolved to recommend that the Council should deal with the Association, as being the governing body, but that it should be pointed out to the Association that the Falrview Cricket Club had kept the cricket pitch in order and generally had functioned during the time that the Cricket Association was defunct, and it is suggested that, therefore, the Falrview Cricket Club’s requirements as regards grounds should receive every consideration from the Association. Letter from the Salvation Army, relative to the use of grounds for recreation for their young people on Saturday afternoons, was referred to the Mayor to discuss with the Salvation Army, and report as to their needs. It was resolved that an advertisement be inserted in the local papers calling attention to the by-law prohibiting dogs in reserves unless under proper control. Notice of intention to renew the lease of the Park Tea Kiosk was received from the lessee, Mrs Cremin. Pavilion, West End Park.—Deputation from the West End Association waited upon the Committee in reference to the pavilion at the West End Park, and the Committee recommended that the Council resolve that it is prepared to proceed with the building provided the Government subsidy is forthcoming and that the Association undertake to guarantee half of the balance of the cost.
A petition was read from residents of Waimataitai, objecting to the site of the stables.—The chairman reported that a site a little further away had been selected, which would cause no nuisance to the petitioners.
Letter was considered from the Caroline Bay Association, for permission to hold annual carnival on the Bay.—Resolved to recommend that the Association be invited to meet the Council at its next meeting. Letter was considered from the Caroline Bay Association, pointing to the unsatisfactory fence that had recently been erected at the railway siding on Caroline Bay, and stating that they had written to the Railway Department pointing out that the fence was not in keeping with the surroundings to which the Department replied that owing to lack of funds it was not possible to erect a better class of fence. The Association are now asking for the cooperation of the Council. Resolved that the caretakers attention be called to cyclists being permitted to ride through the bay, and also taxis entering from Strathallan Street The clauses referring to the use of the cricket pitch at the Par and the use of Anzac Square were held over for further consideration. The question of providing hot water
at the abattoir was deferred until after an Inspection by the Council. The report was adopted. The Mayor said that Councillors would have seen from reports of the last meeting of the Power Board that the Board had done nothing regarding the moving of the sub-station at Grant's Hill, and he did not think it seemed very favourable to the Council’s request. He would like Councillors to accompany him to the site to see that what had already been agreed upon was in the best interests of Timaru. He made a further suggestion that the Council should send a deputation to the Power Board to put its case before the latter body. It was agreed to inspect the site at a date to be arranged, and the question of a deputation was left till after that event. Cleaning Town Clock. The Mayor suggested that a committee should be set up to act in the matter of the installation of the town clock so that the work might be done in connection with the building of the clock tower. Tire clock itself would probably need some overhauling and cleaning. The Works Committee and the chairman of the Finance Committee were appointed to take charge of the work and were given power to act.
