"HANDS TIED”
FARMER ESCAPES GAOL. By Telegraph—Press Association NEW PLYMOUTH, Sept. 28 “The Inspector has tied my hands by asking for leniency, but if the facts were fully investigated, someone would go to gaol, ’ said the Magistrate (Mr C. W. Tate), when inflicting a fine of £2 and costs £3 4s, on Albert William Parker, who admitted failure to supply 17 cows with sufficient food. Counsel for the S.P.C.A. said it was a serious matter, as of 31 cows on a farm, fourteen had died, allegedly from starvation. The cattle were in a deplorable condition. There were circumstances in connection with the management of the farm which caused the inspector to ask for leniency.
