WAIMATE.

BOROUGH COUNCIL. A meeting of the Waimate Borough Council was held on Tuesday night. Present —The Mayor (Mr G. Dash), and Councillors T. Twcmey, C. T. Hodges. J. T. Hay, W. G. Paul. R. H. White. G. P. Richardson and S. 1. Pitch. Motion o. Condolence. Prior to the business, the Mayor said that Mrs Geo. Manchester, the eldest surviving settler of the district, was bereaved by the death of her sen-in-law, Mr W. J. Dailey. Mr Dailey had for long been a prominent figure in the business life, and had given iaestimable service to the farming community. He moved that a message of

sincere sympathy be recorded and conveyed to Mrs Manchester and to her daughter. Mrs Dailey, and the bereaved family. The motion was carried in silence.

The balance sheet for the year ended March 31st, 1931. was returned from the Auditor-General, and the statutory accounts and balance sheet for the period were adopted.

Correspondence. The Municipal Association wrote stating that certain local bodies would have difficulty in meeting their overdraft liability for the year ending 31st March. 1932, and asking to be advised if any such difficulty was being experienced by the Council.

The Mayer said that the Borough was in the fortunate position of not requiring the assistance of a bank overdraft, and the letter was received.

The Commissioner of Unemployment wrote stating that the Council’s request for a supply of seedling trees had been forwarded to the State Forest Service.

Mr G. W. Brown, postmaster, Waimate. wrote asking that workmen engaged near underground cable ducts be warned of the danger of damage to the telephone service, for which the cost of repairs is chargeable against the party responsible for the damage.—The letter was ordered to be brought before the notice of the Chairman of the Works Committee and the Borough Foreman. It was also resolved to forward a copy of the letter to the Gas Company.

The Chief Inspector of Explosives wrote urging the necessity for compliance with the regulations in regard to underground petrol storage and petrol transport.—Referred to the General Committee.

The Feilding Borough Council forwarded a copy of a resolution giving a list of the grounds on which, in the event of the Highways Board deciding to continue special grants to enable Counties to make a percentage rebate of rates to County ratepayers, the Board should be requested to make similar grants to Boroughs with a population of under 6,000.

The Mavcr said that the matter appealed to him as worthy of support, and on the motion of Councillor Fitch, seconded by Councillor Richardson, it was decided to forward a. letter endorsing the Feilding Borough’s resolutions. Mr E. Fletcher Roberts, engineer for the new headworks of the borough water supply, forwarded a report on the damage done by the recent flood, with recommendations for their repair. As this inspection was the result of only a two hours’ visit, the cost, which would bo mostly for unskilled labour, wire, cement, blacksmithing, etc., was not estimated. Councillor Paul said that Councillor Hay and the Town Clerk and himself had accompanied the engineer when an inspection was made cn Friday last. He read details of all the work recommended to be done from a blue print plan of the area, supplied by the engineer. The Mayor said that the best course to adopt was to hand the matter over to ihe Water Committee, and instruct them to get on with it. Unemployed labour was at present available for flood damage work, but there was no telling how long it would be continued. —This course was agreed to. A complaint was received in reference to the drain channel in Shearman Street blocking during periods of heavy rain. The Mayor said that from observations made in wet weather, it appeared that a big improvement could be effected by diverting some of the surface water to the south side of the street at the Police Station. Councillor Twomey moved that the work be put into operation.—Carried. The lessee of the Council reserve of 3i acres in Wilkin Street wrote applying for a reduction in rental, owing t,o the continuation of Michael Street having been fenced off, thus reducing

I the area. The rent at present charged I is £l2/10'- per annum.—Referred to the Reserves Committee, with power to act. A petition was received signed by four people doing businesses in petrol, asking for a reductir n in the present price of £5 per pump for kerbside pump rental.—Referred to the Finance Committee for favourable review. The reports of the Area Traffic Inspector, the Borough Gardener, and the Borough Foreman were approved. I The Borough solicitor wrote stating that the total costs for the purchase and transfer of a strip of laid required to improve the turn at the corner of Belt and King Streets would be £6 15s. —On the motion of Councillor Paul, it ’ was agreed t,o proceed wkh the I iransf:r. Works Committee. The Works Committee reported that the purchase of a new horse and the ’ disposal of the old dust-cart one, had been left in the hands of Councillors Hay and Richardscn. The erection of j a suitable fence at the Paul Street entrance to the new yard had been left I to the chairman. As supplies of tar on j hand were exhausted, instructions had ; been given for the purchase of sup- , pile s !. Councillors Richardson and Hay were appointed to purchase a suitable horse to replace one which has recently beccme unsound. It was decided to erect a loose box in the Council yard. The report was adopted. General Business. The Mayor, reporting on the conference held in Timaru, stated that he had voted against the appointment of an administrator being placed in charge cf the unemployed in South Canterbury. After discussion, the meeting had decided against the appointment.—On the motion of Councillors Twomey and Fitch, the Mayor’s action wa: endorsed. It was resolved to make a refund of a. hawker's license fee of £1 to an unemployed woman whose sales in the Borough amounted to only 10/-. The Town Clerk was instructed t.o send a letter of thanks to Mr A. U. Higgins for the donation of 100 freezia bulbs, and the Mayor intimated that further gifts of narcissi and other bulbs for the beautification of Victoria Park would be highly appreciated. It was decided to remove a wattle tree growing adjacent to the Council Chambers, < wing to decay in the trunk causing a risk of the tree falling on ; the building.

It was resolved to give the first offer of purchase of firewood removed from Kelcy’s Bush creeks and stump wood at Knottinglv Park, by unemployed workers, to the men engaged on the job.

General accounts amounting to £912 < 10/2, and Drainage Extension Loan ] Accounts totalling £29/14'4. were passed for payment. The Mayor remarked that prior to unemployment work supervision being undertaken by the Council, the auditor's fee charged , in the account was a little under £lO. Sin°e these works were in operation, . included in amounts for payment that ; night was an account ofr auditor’s fees of slightly under £l7. RAM FAIR. The annual ram fair held under the auspices of the Waimate A. and P. Association took place on Tuesday at Kitchener Park. The entries were numerically stronger than last year, and the attendance of buyers was fairly good. The demand appeared principally for rams suitable for the production of lambs for export. Border Leicesters as usual dominated the entries in numbers, the highest priced ram in this section being forwarded by Mr J. A. Edwards, and sold to Mr H. R.
