The House of Commons, by 176 votes to 123, granted leave to Sir William Davidson, private Conservative Member, to introduce a Lotteries Bill, the object of which is to authorise the raising of money by means of lotteries for charitable, scientific and artistic purposes, any public improvement, or other public object, under conditions to be approved by Secretary of State.
