BRITISH POLICY IN INDIA.
ENDORSED BY FORMER VICEROY LORD IRWIN’S ADVICE TO CONGRESS. British Official Wireless RUGBY, January 27. Speaking at Leeds on the situation in India, Lord Irwin, ex-Viceroy, said he could not doubt but that responsibility for the recent rupture lay with the Congress party. The road for the Congress to follow in building the constitution was wide open, and for that reason he said their action had been unnecessary and unjustifiable. He thought both the Government here and the Government of India had no choice but to take the action they had taken in the last few weeks. It had been suggested that they had gone back on the policy pursued when he was Viceroy. That was a complete misrepresentation of fact. The Government disliked the application of the present policy as much as anyone else, and there was nothing vindictive about their action. He did not suppose if he had been in India to-day he would have acted any differently from the present Viceroy. NEW STATUS. GOVERNMENT FOR NORTH-WEST PROVINCE. It is announced that the North-West Frontier Province, hitherto, owing to its strategic importance directly under the India Government, will be constituted at once a Governor’s province and will have a Legislative Council of 40 members. SITUATION IN KASHMIR. ARMED REVOLT SPREADING. CALCUTTA, January 27. Several villages in the Rajouri and Kotli districts of Kashmir were sacked by armed mobs, and the revolt is spreading. A massacre of Hindus was averted at Rajouri by the troops, but several are reported killed by rioters. Many police were injured. There was serious rioting in connection with the independence celebrations at Bombay when mobs looted and burned two Police stations, and adjoining buildings. The rioters smashed the street lamps, broke the fire alarms, overwhelmed the police and set fire to the stations. The inhabitants are panicstricken.
