Signor Balbo, introducing the air estimates, cast doubt on Italy’s participation in the Schneider Trophy. He explained that the prospects, as far as men were concerned, were perfect, but there was difficulty in delivering seaplanes from the manufacturers. Signor Balbo declared his belief that the next war would be decided in the air, and therefore he had arranged important air manoeuvres in August on a scale hitherto unattempted. Seven hundred machines, divided into two sections, will engage in sham fights throughout Italy.
