APPLICATIONS TO WRONG QUARTER. By Telegraph—Press Association NAPIER, March 5. A considerable number of applications for permits from refugees to return to Napier are being delayed through being incorrectly addressed to the Relief Committee, or personally to Mr Morse, the chairman.
