America’s Difficult Quota. FIXING SIZE OF SUBMARINES. United Press Association—By Electric Telegraph—Copyright (Received August 4, 7.25 p.m.) WASHINGTON, August 3. Naval officials have indicated that the United States may abandon her large fleet of submarines in favour of smaller submersibles, suitable for coastal defences. The Navy General Board is understood to be having difficulty to determine how to utilise to the best advantage, the tonnage allotted to the United States in submarines by the London Treaty. General opinion seems to be against larger submersibles.
