Heavy Rain In France. PROTECTIVE WORKS STRENGTHENED. (United Press Association—By Electrlo Telegraph—Copyright.) (Received March 14, 7.30 p.m.) PARIS, March 13. Incessant rains in the lower Pyrenees have caused fears of fresh floods. All rivers are again swollen and many torrents have broken their banks. The Garonne is 10ft above normal at many points, and water overflowed the quays. At Agen a dyke has been built to protect Bordeau’s quays.
