CONFERENCE OPENED IN MINOR KEY. (United Press Association—By Electrlo Telegraph—Copyright.) (Received February 19, 12.30 a.m.) GENEVA, February 18. The Tariff Truce Conference opened in a minor key. It has been renamed ponderously the preliminary conference for concerted economic action. Count De Moltke (Danish Foreign Minister), said the shorter name was regarded in certain quarters as implying something revolutionary. He explained that the conference had only two objects: Customs truce and a discussion on the main outlines of future negotiations.

Mr Graham (Britain) is expected to speak to-day.
