NOT TO LEAVE RUSSIA. (United Preee Asaociaxlon—By Keetn* Telegraph—Copyright.) BERLIN, November 21. The Soviet finally refused to permit German colonists to leave Russia. It vouchsafed no- reason for the decision. Several women colonists have gone mad with disappointment owing to the prospect of returning to their former misery. The police and military surrounded the peasants’ barracks at Moscow and arrested 58, who had despairingly arranged with their wives to commit suicide.
