Briand waited on the President, he had been entrusted with the formation of a Ministry were soon falsified by the summoning of M. elemental, whom M. Briand recommended. M. Clementel ventured to prophesy: “I shs'l either succeed, or fail very quickly.” It is regarded as certain that he will induce M. Briand to accept the fortfolio of Foreign Affairs in a concentration Cabinet. M. Clementel previously held portfolio’s in 1905, 1913, and 1914. He also participated in three war time emergency Cabinets.
