French Police Challenged. PARIS ABLAZE WITH EXCITEMENT (United Press Association—By Electrlo Telegraph—Copyright.) (Received July 28, 5.5 p.m.) LONDON, July 27. It is reported that Paris is aflame with excitement, in consequence of the Communists’ determined efforts to frustrate the Government's resolve to prevent disturbances on August 1. The wire connecting the Prefecture of Police, military headquarters, six barracks of republican guards has been cut, with the object of paralysing the forceful stoppage of the demonstration. The police are redoubling their vigilance. They raided the offices of the Communist newspaper “Avant Garde,” and seized thousands of copies, which are said to contain incitements to revolt. TA cable message published on Saturday announced that the Budapest correspondent of “The Times” had reported that in connection with the Soviet's world-wide plans to provoke Communist disturbances on August 1, the police arrested a gang of Communists, and the leader, who arrived here recently with money, from Moscow. They established a printing press and secretly distributed inflammatory pamphlets, the last of which urged the workers to betake themselves to the streets on August 1. The Athens correspondent of “The Times” reported that the law to protect the social regime from Communist attacks, passed both Chambers, and was immediately promulgated. The passage was expedited in order to facilitate preventive measures against the Communist disorders on August 1. Many Communist leaders had been arrested and deported to the islands. The police issued a manifesto urging the v/orkers not to participate in the demonstration, and adding that severe measures would be taken to suppress disorders.] SOVIET INTRIGUE IN ENGLAND. LONDON, July 27. “The Times” reports that a firm of London shipowners has received a copy of a Soviet manifesto distributed to the crew of one of its ships, commanding a general stoppage on August 1, and denouncing Mr Ramsay Macdonald, as a friend of the King, who is the champion of British Imperialism.
