At the opening this morning of the meeting of the League of Nations Council at Madrid tributes were paid to Sir Austen Chamberlain, Foreign I Secretary, in the late British Governj ment. ! M. Briand, French Foreign Minister, observed that Sir Austen Chamberlain was one of the most able and loyal statesmen with whom he had collaborated. Mr Adatchl, the Japanese delegate, spoke In terms of the highest appreciation of the loyal co-operation of Sir Austen Chamberlain In the preparation of the report of the committee of three on minorities, recently held in London. The Committee of Three recomI mends that the Council itself cannot undertake the supervision of mlnorij ties; secondly that the sessions of the Committeee of Three, which considers the Minorities questions, cannot be made public; thirdly, that representatives of the States interested in minority questions cannot be allowed to participate in the sessions; fourthly the size of the present committee cannot be greatly increased. The whole of these recommendations are contrary to the German demands and hopes.
