CABINET-MAKING FAILS. BERLIN, March 11. Herr Mueller, the Chancellor, declares that efforts to form a grand coalition have failed. Representatives of the People’s Party are unable to accept the principles laid down by the Chancellor, who will now inform President Hiudenburg.
