CABINET-MAKING FAILS. BERLIN, March 11. Herr Mueller, the Chancellor, declares that efforts to form a grand coalition have failed. Representatives of the People’s Party are unable to accept the principles laid down by the Chancellor, who will now inform President Hiudenburg. President Hiudenburg accepted Herr Mueller’s suggestion that Cabinet cont.nue in office, in view of the vital importance of the reparations discussions.
