I By Telegraph—Press AsßOciatiou, | WELLINGTON, September 15. j After tho Telegraph Office closed, tho discussion on the Summer Time Bill was j continued until 2.30, when a division was taken on Mr Rhodes’s amendment to the short title, this being defeated I by 33 to 17. ! The Chairman then intimated that | he would not permit any further referj enee to the Prime Alinister’s statement regarding the report of railway officers on the effect of the Bill. Air J. It. Hamilton (Awarua) was proceeding to move a further amendment to the short title, by adding the j word “recreation,” but this was ruled j out of order on the ground of irrelevancy. The discussion on the short title then proceeded until 3 a.m., when a division was taken-, the clause being agreed to bv 35 ta' 18. after having been the subject of debate for lßi hours. Air IV. D. Lysnar immediately moved an amendment to clause 2 by striking out the wordrs “Hi not inconsistent with the title ” This was talked upon by the stonewalling team till 4.15, when Air AV. &• Glenn' mogyd to report progress. At 5.35 this was defeated by 32 to 16, as was also- Air Lysnar’s amendment. On a division the clause was agreed In Clause 3. Air H. Holland (Christchurch North) moved an amendment exempting threslnng-mill workers and I shearers from'the operation of the Bill unless they mutually agree with their employers to work summer time. This was carried by 35 to_l4, after it had been agreed to by Mr Sidev. A further amendment, moved by the Lender of the Opposition, giving any party to- an Arbitration Court award the right to make application to the Court to be allowed to work under stnndaul time- instead of Summer Time. This was challenged, but defeated o a division by 31 to 19. Clause .3 was then agreed to. Air Rhodes moved an amendment- to ' clause. 4. fixing the period of Summer Time frtom December to Fein nary. This was defeated by 34 to 1/. i -Vn amendment in Clause 4. moved l,v‘ Air ML J. Girling, concluding , Summer Time on the third Sunday in j February, instead of the first Smida.i 'in March, was accepted by Air Side>. -but was rejected, and the clause as originally printed was agreed to by do to Aii"amendment moved by Mr. ML S. Glenn that the Bill should app y on - to cities and towns, was rejected by to 17 as was a'so an amendment hi ’Hr AV D. Lvsnar that the railways should be run to standard time. : The Bill was then repoited. wit , amendments, Mr Sidey receiving ' hearty round of applause- on leavm^ !
