Received May 1, 5.5 p.m. LONDON, April 30. “Tie Daily Mail” states that the authorities. are in possession of evidence of a new Moscow plot to undermine the loyalty of the civil service. The plot takes the form of documentary instruction, transmitted through the Berlin office of the International Miners’ Propaganda Committee. It urges civil servants, particularly those in the Post Office, to spy on their colleagues and superiors; to note Government correspondence and telephonic communications, copy important and suspicious documents, especially those In cipher, ascertain the storing place of registered insured correspondence, money ciphers and secret documents.
The instructions also urge the formation of Communist cells in the postal, telegraphic and wireless offices in Britain's large towns.
