A message from Austin states that the Lower House of the Texas Legislature, by a vote of 104 to i, passed the Senate Bill, providing for tho separation or segregation of white and negro races in the residential sections of Texas cities. The action followed immediately a Supreme Court decision declaring that a similar Louisiana law is unconstitutional.
