The first section of the Trades’ Union Congress Council report is Urn main report prepared for the Conference of executives of affiliated unions, which Council was convoked for Juno 25, in consequence of communications received from a number of unions, but this conference was postponed, following representations that >t and the publication of the report would prejudice the Miners’ Federation in the conduct of the mining dispute. Tile report dated June 16 concludes by declaring: “The strike terminated for one sufficient reason only', that in view of the attitude of the Miners’ Federation, its continuance would have rendered its purpose, futile. The Council regrets that so great a demonstration of loyalty to tho Trad# Union movement found so little practical appreciation and response on the part of those for whom tho sacrifice was made. The Council has no excuses to offer, no apologies to make, for tlm conduot of the strike, or its termination, and unhesitatingly asks the Conference to endorse the report and approve the action.” Tile second section is a supplement, describing the post strike work and policy of the Council in relation to the mining dispute. It concludes by describing both documents as “a record of tho most momentous, spontaneous, self-saerjtieing effort in the history of the trade union movement on behalf of a section of its members. Tho question whether tho ultimate advantages of the effort are commensurate with the sacrifice involved cannot yet bo iully measured, but tho Council believes that the loyalty, enthusiastic and unselfish devotion shon will in the light of the experience gained, enable tho movement to unite and strengthen its forces.
