PROTEST AGAINST UNDER-RATE By Telegraph—Press Association. DUNEDIN, Juno H. A meeting of tlic Otago Labour Council condemned the Premier s proposal to employ men under award rates, stating, “wo deny emphatically the right or authority of any official to override the decisions of the Arbitration Court even under the pretence ot relieving distress. Furthermore, we regard as particularly reprehensible the Premier's unconscionable _ attempt to take advantage of destitution which has bcmi rendered more acute by Ins own disorderly immigration policy, to drive an unjust bargain- with the innocently helpless and unfortunate. Wo rofuso to believe that the people of New Zealand wish to be made partners in a. practice of this kind, which can bo regarded only as a flagrant abuse of power. 99
