Reuter's Telegrams. (Received March 16, 12.55 a.m ) TOKIO, March 15. Official advices from Mukden stale that General Chaug-tso-lin emphatically denied the accusation that his fleet is flying Japanese flags, which Pekin alleged as one reason for the misunderstanding resulting in the Japanese destroyers being shelled. The Foreign Office likewise flatly denied the report, alleging that the Port Arthur authorities allowed General Cliang-tso-lin'to use their wireless for military purposes.
