Messrs Cullen, ami Keele, two Australian . engineers. who recommended the Napier Harbour Board in 1912 to proceed with .the const ruction of an inner harbour, were asked to report again, following a report by Air F. AV. Fiirkert, Chief ■■. Government Engineer, who had recommended the. completion of the breakwater.
