The “Observer's” Berlin correspondent states that Professor Julius Meyer, organiser of tile German gas attacks in war time, has written “The DeviPs Cookery Book,” revealing tlie composition of the German poisonous gases. Nevertheless, lie suggests that the next war, whenever it occurs, yvill, be most humane, not the most terrible on record. Professor Mever asserts, that there is no danger of aerial gas bombardments causing terrible losses, owing to niti-aireraft measures, and the imuossibility of obtaining an intensity of fumes from a long range, at which aerop'anes would be compelled to operate. Gas warfare should be the- safest, owing to the possibility of equipping troops with chemical antidotes, to resist the most dangerous gases, from wh’ch men recover as speedily ns patients from anaesthetics. The dentil rates would be nil.
