WHEAT CONTROL

REGULATIONS GAZETTED. As from Friday last the Government will, control the New Zealand wheat market for the present, season. The 'necessary Order-in-Council was gazetted on Thursday. Except in pursuance of a permit issued by the Secretary of Industries and Commerce, it shall not he lawful for any person in New Zealand, at any time while the Order-in-Council remains in force, to purchase or agree or offer to purchase (whether as principal, agent or otherwise) ■ any wheat of the harvest of the season 1925-2 G in New Zealand, or to be concerned in New Zealand in the making of any such purchase agreement, or offer bv any other person (vyhether in New Zealand or elsewhere), or to be concerned in New Zealand in the fulfilment or performance of any agreement for the purchase of any such wheat, whether such agreement has been made in New Zealand or elsewhere, /and whether it has been made before or after the making of these regulations. In the regulations the term “purchase” includes any mode of acquitfon by agreement, • save that acquisition by way of security only shall not be deemed to be a purchase. For the purpose of the regulations an option or right of purchase shall be deemed to be an agreement to purchase. Every agreement for the purchase of wheat shall b 0 deemed to be an agreemeat lor the purchase of wheat of the harvest of the season 1925-26, in New Zealand if in accordance "'itli the terms thereof any wheat of that des'/ription could be delivered in due fulfilment of the agreement. The pro-visions'of-the regulations as to offers, options, or rights oi purchase shall be constructed, in like manner. In granting a permit under these regu.ations the Secretary of Industries and Commerce may impose such.terms and conditions as to the purchase and as to the disposition or use of the wheat so purchased as ho thinks advisable for the due regulation and maintenance of industries essential for the public- welfare; Any such permit may be granted or refused, in the absolute discretion of the.-Secretary.-of. Industries and Commerce and shall-be revocable at the nil of the Secretary. When any wheat lja-s - (been .purchased under any such permit it shall not he lawful for the purchaser or any subsequent purchaser to deal,!with it otherwise than in accord, a nee with the terms and conditions on which the permit was granted. The Secretary of-Industries and Commerce, or his duly authorised representative, may require any'person to give to him any information in such person s possession, and to produce any books or documents in his possession or under, his control, relating to the sale or purchase of' any wheat, whether grown m New Zealand or not. and of vliateiei season’s crop, and whether such pel son is a party to., such sale or purchase or not. Any person withholding any such information, or failing to procure sue i books or documents, shall be guilty ot an offence, and be liable accordingly. Any person who makes any. false representations with intent thereby to obtain any. permit under the _regulations (either for himself or for any other person) or who in any manner deceives or attempts to deceive the Secretary, of Industries and Commerce in the exercise of'The powers conferred by the regulations, shall be guilty of anoffence, and be liable accordingly.
