(Recoivcd December 18, 8.15 p.m.) WASHINGTON, D.G., Dec. 17. “Any certain hope of a complete solution of the disarmament problem lies in its consideration, in its entirety, and with the co-operation of all nations,” tho Council of the League of Nations declared in an invitation to tho United States to participate officially in the preparatory Commission at Geneva to shape tho plans for such a conference.

Tho document was made public on Thursday night by the State Department, without comment. Some of the subjects mentioned in tho invitation arc the factors upon which the war power of the country depends, whether ultimate war strength or peace strength should be considered in applying disarmament measures, the various forms of limitation of land, sea and air forces; and, the possibility of ascertaining whether a country is armed purely for defence, or in the spirit of aggression.
