CARE OF MENTAL DEFECTIVES.
To the Editor of the “Timaru'Herald.” Sir, —May I ask through your columns who are the authorities looking alter the weak of intellect and why it is allowed that one such should have free liberty to wander about day and night- to the perturbation of residents of the locality wherein he resides? Often hi.s language (although talking to himself) is not fit for children or women to hoar. • Again, owing to iorce of circunisfanees, his mother (who doubtless does the best she can) is compelled to go out washing front early morn to late in the afternoon, during which timo he is allowed to wander about wherever lie pleases. His condition, from a sanitary standpoint, is not all that could bo desired, and to me it seems it would be a kindness to place him under control, where clothing and cleanliness is a consideration. H may be said that ho is harmless. I his excuse lias been made before with serious 'results, and might occur again unless steps are taken in time' to prevent it.—l am, etc., HUMANITARIAN.
