LADIES AND GENTLEMEN, — ■ AS one of your elected representafives at the first poll for ;the South Canterbury Power Board, I again have much pleasure in offering my services for a further term on the Board. in soliciting your support I desire to place before you my views on the subject in order to enable you to clearly understand where I, stand, and the attitude I will- take up bn matters appertaining t° the labours which lie before the Power Board. I am in-’favour of the extension of electric power lines to all- payable parts of the district.' ' I will support the vigorous prosecution of a policy for the development of Lake Tekapo, which appears to me to be the best local, scheme. and ! one that could be used to supplement Coleridge,: and from its situation act as a feeder to the South Island main transmission line. I advocate the formulation of a progressive ‘policy, approved by the whole district, so that South Canterbury will be .in a position to present a. united front when approaching, the- Government with a, view to securing an abundant, and reliable supply of hydro-electric power for the Whole district. In this matter, South Canterbury must . recognise that “Unity is strength,” and likewise that sectional action leads to the dissipation of strength. .. I shall continue to devote my best service to forwarding your interests/ ■ During the past two years, although the Ratepayers turned down the Board’s proposals for a comprehensive scheme extending widely | I over South Canterbury,.we,have com- i ) Pleted the supply to Temuka Borough,/and that'to Geraldine will be completed within a few .weeks. Sbverral lines of supplies .to country/dis-. tricts from* these ; * centres,/.are, already under way, and proposals for others are being considered. ! The line to Pareora Freezing Works and Waimate is authorised; most v of the material is ordered and on the way and work on this line will be commenced almost immediately, and a satisfactory arrangement has been made with the Timaru Borough Council for a wholesale supply to them. ’ v , :: After very careful .study for. some years back of all sources of supply, and specially from Tekapo, and careanalysing all the-figures-avail-able relating to Tekapo, I reluctantly came to the conclusion,that a supply \ from that source could not be obtained by local effort without throw-, ing a heavy cost on all ratepayers in i the district, and this without any reduction on the present cost to consumers,, I always made it an essential principle that no scheme of I electric supply should depend on any] contribution whatever from the. ratepayers, but that the revenue obtained from users should be sufficient to meet all costs. As Tekapo does hot comply with this condition, we must defer its development for the present, and use the power now' available from Coleridge, and thus build I up a load which in a few years will' warrant the development bf Tekapo, but it will be necessary to insist on i an ample and efficient supply from Coleridge, and to this end the Department should be urged to construct the second line from Coleridge without delay. As the price we have to pay for current depends largely .on the quantity used, we should use every endeavour to extend its use to both town and country as widely as it can be profitably done. The more power 1 we can use the cheaper will be the; cost to both town and country con-j sumers, and the more we use profitably t]he greater will be our pro-' gress. To this end, and the careful | expenditure of all moneys and econ-I omy and efficiency in all services.
