' Well-informed persons discredit the suggestion that a Cabinet Committee is dealing with the Zinovieff letter, and Russian questions, and will consider the revision of th© decision to recognise Russia. It is understood.that th© committee will (leal with the outstanding questions between Britain and’Russia, hut there is no likelihood that th©-relations with Russia will be brokep off. So far as the treaty is concerned,’ratification., rpst* with Parliament.

Now they assert such methods would merely thwart diplomatic efforts,,. but M. Zinovieff resolutely refuses-to alter his tactics, and hits opt right and left at opponents, whose ranks are increasing now more than eVer, Tho correspondent declares that M. Zinovieff in tho cause of Communism, requires intensified military agitation abroad.
