Soviet Threats in America. ORGANISING THE FIGHTING UNITS. iiV CABLE—PRES* ASSN.—COPYRIGHT (Received 8.15 p.m.,'December 20.) WASHINGTON, December 19. The State Department publishes the intercepted instructions from Russia to the Workers’ Party in America. Detailing the plans for the revolution in America: “Raise, the Red Flag over White House, organise lighting units among the industrial workers, which once a week will be instructed in shooting and sapper work, such will prepare thousands of the new propagandists for future leaders of the military forces ol the party of faithful lighters during the social revolution.” As the authorities are convinced the document came from the Moscow Soviet, it is. believed to be the principal reason why Mr Hughes refused to recognise the Soviet. M. Tchitcherin is said to have declared in Moscow that he believed the majority of the Americans wanted to recognise Russia, but “Charles Hughes is still using his influence against Russia.”
REFUSAL OF RECOGNITION. ' FEELING INTENSIFIED AMONG SUPPORTERS. by cable— -press assn.— copyright (Received 7.30 p.m., December 20.) WASHINGTON, December 19. The rejection by Mr Hughes of the Russian overtures. for recognition by the United States, has intensified feeling over the question here, and increased the bitterness against the Secretary by a, strong Senatorial element, headed by,Senator Borah. It is expected the question will be discussed in Senate soon.
HARSHNESS OF SOVIET REGIME. REPORTED REVOLT OF TROOPS. By Cable—Press' Association —Copyright. (Received 9.40 p.m., December 20.) ' TOKIO, December 19. Reports from Vladivostock, Nikolski and Kharbarovsk state that a mutiny among-the Soviet Russian troops began on Monday, the white troops assisting the mutinous reds. It is declared that the population in these cities has been driven to desperation, by the ruthless collection of food, religious persecution, and the harsh official Soviet regime. The Soviet infantry and cavalry regiments at Khabarovsk revolted and killed tlieir commisars, after which the white troops, at Nikolsk joined them. Japanese Consular officers reported that they are leaving Vladivostock.
