M. Poincare Wins. A VOTE OF CONFIDENCE. BY CABLE—PRESS ASSN.—COPYRIGHT (.Received 10.10 p.m., May 30.) Paris, May 29. Declaring the question one of confidence, M. Poincare secured the Ruhr credits by 505 votes to 67. « The Belgian reparations scheme is based on a view that the Ruhr wifi continue to be used as a means of exercising pressure ou Germany, but pressure will be relaxed if the Germans definitely agree to the Allied plan of payment by means of an internally controlled monopoly over the Trusts. It is proposed that these shall include sugar, tobacco, and alcohol, and the exploitation of railways, and mines. The sale and export of monopolised products would be placed in the hands of an international syndicate, in which the Allies Would have predominance. It is suggested that 2,400,000,000 goldmarks could thus be drawn from Germany every year. This is considered as interest at six per cent., totals 40,000,000,000 gold marks. Belgium does not regard this as a definite limit of German payment, but as a basis for consideration.—A. and N.Z. Cable.
