The changed attitude of the bandits is indicated by ‘ a new peace overture in sending the journalist, Powell, accompanied by two outlaws, to Tsaochou, where they have just arrived. It is understood that the envoys, who are empowered to negotiate for peace, will directly meet the authorities in conference, with a view to safeguarding the iives of the captors. The bandits insist that foreign legations join in sighing an agreement having more faith in legations than in tho Government.
