THE BAY PAVILION.
The tendering for the reconstruction of tho lire-destroyed Bay pavilion no doubt will impress on the Timuru Borough Council the fact that adequate improvements cannot be obtained lor nothing. That is a "ell known fact, strange (hough it may seem. Something foxnothing is not a ' popular state 01 affairs in these days of lost altruism! But the Borough Council will have to think ahead, as far as the Bay is concerned. Improvements must be made very soon, and it is just a question whether the work could not bo put in hand shortly. A loan of £IO,OOO would undoubtedly ensure improvements to Caroline Jsav such as would place it in firsh class order for many years. The Borom-li Council has the power to submit a loan poll to the ratepayers. AYill it show strength or weakness ut the matter P
