The French Socialist leader Blumm denounced the Treaty of Versailles., and the Ruhr occupation. He expressed the opinion that it is impossible to attain security payments by the dismemberment of Germany. M Vandervelt (Belgium) spoke in similar strain.

Both Paris and Berlin feared that there is imminent danger swiftly spreading, though Gelsenkirchen is momentarily quiet. A spirit of plunder ties and destruction is let loose. The strike at Dortmund is spreading, while there are sporadic outbreaks in other towns which are more frequent, showing that the torch is steadily creeping nearer the powder. French observers issue a warning that if the deadlock lasts much longer, there will be grave disorders. Le Quai D’Or.say admitted that the fall of the mark increased the price of foodstuffs causing restiveness in the Ruhr, the inhabitants finding it hard to live. “The Times” Berlin correspondent states that Ruhr rioting is regarded as a warning finger as to the state of internal conditions in Germany generally. There were food riots in tho working suburbs of Berlin to-day. \ Police were largely reinforced. Following upon riots instigated by Communists against food prices, the town of Gelsenkirchen is now iindoi Communist rule, working through fouitrade unions. At a meeting of unions the first stage was to form a new police force, in which unions are represented. The Committee of Action lias been constituted, consisting of one representative of each union, known as the Big Four. They seized the principal control and issued an order forbidding demonstrations, looting of shops, am decreed prohibition of even light beer, and wines. The burgomaster is powerless to prevent innovations. Alieady some food prices have been fixed and the population . henceforth will be rationed to prevent hoarding. Hie Communist leader says that Gelsenkirchen will be run oil Communis lines, and this is only the first step He pointed out with satisfaction that the Government president of the district consented to the burgomaster agreeing to the terms » lso tha * T 5 new police will be paid by the State, not by the town. 1 Municipal authorities are allowed to cam out duties but all power rests with the Big Four.
