The appeal by individual members of the Poplar Council against the writ of attachment was dismissed, hut the appeal to the Council in a corporate body was allowed. REFUSAL TO LEVY. i Received 8.45 p.m., Aug. sth. A special meeting of the Poplar Borough Council last night refused to levy rates to meet the London County Council’s and Asylum Board’s demand, which has caused litigation.
