The Trade Union Congress . haa launched a proposal which will have; the effect of maintaining a settled policy of sabotage in the event of further deportations. The organisation of the scheme is based on the "one big union" constitution. The unions are grouped according "to the various industries in which their members are engaged. The principal weapon will be the "go slow" strike. Shop committees will be formed in every place of business where action is required, which will be decided by vote of the delegates of the various unions, the- reduction of output to continue until the matter is decided by the Congress. Delegates decided that if a warship is used for deportation all the workers will refuse employment in any capacity on vessels, and the distribution of propaganda literature among crews. Printing trade employees wiS refuse to handle matter for tlie newspapers concerning the fight •.vhieh is not regarded by the unions as accurate.
