LIQUIDATION NEGOTIATIONS. By Electric Telegraph—Copyright. Australian aud N.Z. Assu. NEW YORK, Aug. 21. M. Jean V. Parmentier, Administrator of the French Ministry of Finance, reached America vesterdav. The purpose of ,the visit" is to float a, loan of 100,000,000 dollars in the "United States, with which to pay France's part of the Anglo-French loan of 200.000,000 dollars due in October. Following "on a conference between 'French Treasury representatives and the J. P. Morgan Company, it is that preparations nave been made for the liquidation of the French share of the Anglo-French loan raised m the United States. It is pointed out that the French tobacco monopolv was hod included within the liquidation plans.
