Four amendments- to the league of Nations Covenant ha.ve been submitted by Denmark, Norway, and Sweden, for consideration by the''League at Geneva on November 15. The* first provides for a fixed annual meeting, the second for a special meeting'on..the demand of. .ten, members nf ihe League, the' third makes 'ho obligation to resort tv arbitration more absolnlp and precise, and the fourth permits a State in the vicinity of'a. blockaded Plate to maintain, a- certain degree of intercourse -with the later, and, ifnecosary. to prevent the -blockaded £tat G from attacking its neighbours, ~;
