.Twenty-two Democratic Senators favouring: ratification without reservations, have petitioned the Senate to limit the debate on the Treaty by the use of the closure.

The Senate rejected the petition bv 44 to 36.

An amendment adding a proviso that the United States should assume the obligations imposed by Article X towards Poland, and Jugoslavia for five years -was defeated l by 44 to 32.

ASSISTANCE TO FRANCE

WASHINGTON, November 13

Senator McKellar's amendment proposing to assist France for five years in maintaining French sovereignty in Alsace-Lorrainej was. rejected by 46 to 31. ' ■

DIVISIONS ON ARTICLE X.

A reservation making the recommendations of the Council merely advice, which Congress would be free to accept or reject, was lost by 44 to 32. The Senate rejected by 67 to 41 Senator Walsh's proposal to amplify Article X of the Treaty in order that other nations shall not be under an obligation to aid the United States in preserving its territorial integrity. A proposal making Article X effective for only five years, was rejected.

DISREGARDING THE PRESIDENT

Received 0.5 a.m., Nov. 15th. VANCOUVER, Nov. 14". The Senate r oy 46 votes to 33 adopted the Foreign Relations Committee's reservations qualifying Article Ten. This is in direct opposition to President Wilson's wishes.
