Received 0.20 a.m., Aug. 7thi MOSCOW, Aug. 4. -A- Bolshevik wireless message state*, that the Foreign Minister sent a Note to Afghanistan expressing sympathy with the Afghans, and pointing out that the Soviet Government had cancelled all secret treaties for the enslavement of small nationalities, and desires to recognise the self-determina-tion of all nations, large or small. Russian peasants found that only under the Soviet system can they preserve themselves from the scourge" of a military dictatorship. "Victory will be ours, not only throughout Russia butinternational ly. Our enemies will continue io crumble like Koltchak."
