GERMANY'S REPLY. TO SPANISH NOTE. Australian and N.Z. Cablo Assn. COPENHAGEN, August 25. Germany's reply to Spain declares that the seizure of shipping might sever the good relations cxistiug. Germany is ready to consider limiting torpedoings to vessels outside the danger zone, but cannot give any guarantee on that point or treat Spain in an exceptional way. Germany, cannot abandon the submarine war, which is such a valuable weapon, but hopes that Spain will remain neutral.
